I'm really excited about your weight loss goal. That's a beautiful achievement.

Regarding your question, weight training is the best way to shape, tone and strengthen the whole body.

I would do overall workouts for the fat-burning they provide, but you will need to split your training to focus on those goal body parts.

For instance, when you focus on the upper body, you will split biceps and triceps on one day, shoulders and back on another, then chest and back. That way, you have three days of intense upper body workouts. Say you perform biceps and triceps one day; you might do some cardio the next day. Then after that, you may focus on the back & shoulders. That's the best way I have strengthened and toned my own body. You should give it 6 months to one year and assess. This requires commitment and top nutrition as well.

There is only so much you can do, as sometimes, when the skin is stretched for several years, it may be challenging to regain elasticity. Try the weight training path - and if at any stage you become challenged with this workout structure, get some assistance from a PT. They will help you with form and exercise programs.
